News & Views: Secretary of State Condoleezza Rice made an unannounced visit to Iraq on Tuesday to support reconcilation efforts in both the capital and the ethnically tense northern oil city of Kirkuk. Rice flew into Kirkuk to back UN efforts to ease tensions between the city's divided Arab, Kurdish and Turkmen communities in the face of longstanding Kurdish demands for it to be incorporated in their northern autonomous region. The Naval Force of the Islamic Revolutionary Guard Corps (IRGC) of Iran started the second stage of the maritime war games in the Persian Gulf waters Tuesday. Iran expects its first nuclear power plant will produce electricity at full capacity in around a year after passing a "critical stage" with the delivery of fuel from Russia, a top official said.
